Facebook's Randi Zuckerberg: Anonymity Online 'Has To Go Away'

Is 'Anonymity­' the same as Privacy? If so, how does Privacy weigh against preventing cyber-bull­ying? Sounds like a contested issue that perhaps law-makers could discuss, rather than talking about the usual pointless topics.
